In a large sauce pot over medium heat, add the olive oil and butter. As it begins to melt, add the meat and begin to cook until barely pink still. Add the onion, peppers and garlic and cook, stirring occasionally until tender, about 3 minutes. Add the seasonings, stirring them in, then the tomato paste, sauce and diced tomatoes. Stir to combine and finally the parmesan, brown sugar and salt and pepper to taste. Allow to simmer for at least 10 minutes or you can cook it very low all day to allow the flavors to really combine.
