1 stalk lemongrass, trimmed and cut into 3-inch pieces
2 tablespoons fish sauce
2 teaspoons sugar
1 teaspoon freshly ground black pepper
4 cups beef stock or broth
2 medium potatoes, peeled and cut into 1/2 inch cubes
2 carrots, peeled and cut into 1/2 inch cubes
1 red bell pepper, seeded and cut into thin strips
2 tablespoons chopped fresh cilantro leaves
Directions
Place the beef in a bowl. Drizzle with 1 tablespoon of the oil, sprinkle with the salt and pepper, and stir to coat. Let stand while you prepare all of the other ingredients.
